A new kind of blockchain network is appearing, combining permissioning with a decentralized governance model. Public-Permissioned blockchain networks fill the gap between the Public-Permissionless blockchain networks and the Private Consortium networks. Notable examples of such emerging networks are Alastria, LACChain and the European Blockchain Services Infrastructure (EBSI) initiative, a pan-European blockchain network from the European Commission and the Member States. The objective of this presentation is to identify and describe the specific features in the current version of the Hyperledger Fabric project that could be showstoppers for implementing a general, multi-purpose, Public-Permissioned blockchain network of a national or regional scale with a Decentralized Governance model.
